Background
The Trust Regulator (TR) is the national authority mandated to manage, supervise and develop the trust sector in Cambodia.
On 7 and 14 August 2026, TR officials conducted on-site inspections of real estate trust properties in Phnom Penh, Kompong Speu and Takeo to verify trust fund identities and the physical locations of trust assets.
The inspections targeted properties linked to trusts that had applied for establishment and registration at the TR by licensed or authorized trust companies.

The field visits covered real estate assets associated with trust entities that were in the process of applying for establishment and formal registration with the TR. The verification activity applied to properties located in Phnom Penh, Kompong Speu and Takeo provinces and to applications submitted by trust companies holding licenses or authorizations from the TR.
Key Provisions or Decisions
The on-site checks were carried out with the authorization and assignment of H.E. SOK Dara, Director General of the Trust Regulator. Mr. Heng Panha, Head of the Social and Individual Trust Supervision Division, and Mr. Eung Leng, Head of the Financial Trust Supervision Division, led TR technical staff for the inspections on the specified dates.
The purpose of the visits was to match declared trust asset identities against their actual, physical locations as part of the TR’s review of applications for trust establishment and registration.

Entities applying to establish or register trusts with the TR should be prepared to allow physical verification of declared trust properties and to provide documentation that demonstrates asset identity and location.
