Background
The Trust Regulator (TR) is the implementing agency of the ACSEP-PIU1 project under the Ministry of Economy and Finance and organised dissemination seminars on 10–11 August 2026 in Svay Rieng and Prey Veng to present credit products to provincial agriculture departments, partner banks and farmer groups. The seminars aimed to bring practical information on lending procedures and target-group eligibility closer to agricultural cooperatives, agribusinesses and individual farmers.
The ACSEP project has a total financing facility of USD 51 million and implements credit operations through two partner financial institutions, the Agricultural and Rural Development Bank (ARDB) and Sathapana Bank (SPNB). As of 30 June 2026, ACSEP-PIU1 had provided credit to 1,305 target clients totaling approximately USD 28.30 million, equal to 70.7% of the credit allocated at that stage. The project targets value chains with competitive potential — including cassava, mango, cashew nut, vegetables and poultry — and combines finance facilitation, market-linkage support and farm-to-market connectivity workstreams.
Institutional Role
The Trust Regulator carried out the seminars in its role as project implementer and coordinator with provincial departments of agriculture, partner banks and local producer groups. ACSEP-PIU1 credit operations are channelled through ARDB and SPNB, which provide the project’s key products such as a Credit Line and an Equity Credit Line to eligible target clients.
Key Developments
On 10–11 August 2026 the dissemination events gathered provincial agriculture officials, ACSEP-PIU1 staff and consultants, partner-bank representatives, agricultural cooperatives, agribusinesses and farmers to review product design and application steps. As of 30 June 2026, three target clients in Svay Rieng had received loans totalling USD 30,000, while two target clients in Prey Veng had received loans totalling USD 60,000. Seminar sessions covered eligibility criteria, required documentation, product features and procedures for preparing loan requests.
Operational Implications
ACSEP-PIU1’s credit products are structured to be delivered through partner financial institutions and are accompanied by financial literacy and business-planning support for applicants. Seminar materials and discussions emphasised application procedures, documentation needs, and the need for complementary measures such as market access, production quality improvements and sound income-expense recordkeeping to ensure credit supports productivity and resilience rather than creating unsustainable obligations.
