Cambodia Agricultural Finance: ACSEP Credit Operations and Trust Regulator Implementation

Background

The Trust Regulator operates as the project implementation unit ACSEP-PIU1 under the Ministry of Economy and Finance and manages project-level credit operations and value-chain support for ACSEP in Cambodia. ACSEP-PIU1 has provided US$28 million in credit to 1,305 clients across five agricultural value chains—cashew nuts, poultry, cassava, vegetables, and mangoes—through two partner financial institutions.

Project coordination for ACSEP-PIU1 includes technical and financial engagement from the Asian Development Bank, participation by the Credit Guarantee Corporation of Cambodia (CGCC), and inputs from the General Department of International Cooperation and Debt Management (GDICDM). Implementation activities reported participation from provincial agricultural authorities, ACSEP-PIU2, ARDB, Sathapana Bank, PIU1 members and consultants, reflecting a multi-institutional delivery model for agricultural credit support.

Key Developments

On 13 July 2026, ACSEP-PIU1 convened a workshop at the Business Development Center Building chaired by H.E. Sok Dara, Director General of the Trust Regulator, with Mr. LONG Piseth (ADB Senior Project Officer) also in attendance. The workshop reviewed first-semester 2026 results, discussed challenges and prior solutions in credit operations, and gathered requests from partner financial institutions to inform continuing work in semester two.

Institutional Role

The Trust Regulator serves as the implementing agency for ACSEP-PIU1 and holds overall project management responsibilities within the Ministry of Economy and Finance framework. The Asian Development Bank fulfills a project management and donor coordination role at country level for ACSEP, while ARDB and Sathapana Bank act as the on-lending partner financial institutions delivering credit to farmers and agribusinesses. The CGCC provides credit guarantee mechanisms that support partner banks’ agricultural lending under ACSEP.

Operational Implications

Semester-one performance figures—US$28 million disbursed to 1,305 clients across five target value chains—constitute the recorded operational output for ACSEP-PIU1 in 2026 and inform planning and resource allocation for the second semester. The workshop outcomes aim to align partner requests and implementation capacity to sustain credit delivery within the project’s operational framework.
