Background
The Trust Regulator is the authority that governs, supervises and develops the trust sector in Cambodia. Trust-sector entities are expected to operate under trust technical standards, applicable laws, and regulations that include measures to prevent money laundering and the financing of terrorism.
On 8 July 2026, with the authorization of Director General H.E. SOK Dara, Ms. CHHEAN Sokhary, Director of the Department of Legal Affairs and Inspection, led technical officials from the Trust Regulator to meet the technical working group of the Cambodia Kantha Bopha Foundation. The meeting aimed to promote stronger administration and governance of the foundation in line with trust-sector technical standards and to prepare prudential measures that support contributor confidence and address AML/CFT and proliferation-financing risks.
Institutional Role
The Trust Regulator maintains oversight responsibilities for governance, inspection, and development of trust-sector institutions in Cambodia. The Department of Legal Affairs and Inspection provides legal guidance and conducts technical engagements with trust entities to align their internal management practices with sector norms and statutory requirements.
Key Developments
The Trust Regulator delegation met the Cambodia Kantha Bopha Foundation’s technical working group on 8 July 2026 to discuss governance, legal compliance, and risk mitigation. The parties focused on ensuring that foundation administration follows trust-sector technical standards and regulatory obligations, with explicit attention to prudential steps that enhance public and donor confidence.
Compliance Implications
The engagement signals continued regulatory emphasis on aligning trust-sector governance with AML/CFT expectations and technical standards. Trust entities and foundations receiving public or donor funds should expect ongoing technical coordination with the Trust Regulator on management practices, documentation, and risk-mitigation measures relevant to anti–money laundering and countering the financing of terrorism.
