Cambodia FinTech Infrastructure: FSA Data Gateway and Non-Bank Financial Sector Strategy 2026–2028

Background

The Trust Regulator (TR) manages, supervises and develops the trust sector in Cambodia.

The FinTech Center is a unit of the General Secretariat of the Non-Bank Financial Services Authority (FSA).

On 8 July 2026, TR leadership and technical staff met with the FSA FinTech Center to review progress on two specific initiatives: preparation of the FSA Data Gateway and a draft three-year rolling action plan (2026–2028) that supports the Strategic Plan for Development of Financial Technology in the non-banking financial sector.

Management and officials from line regulators under the FSA attended the discussion at the FinTech Center’s office.

Key Developments

Date and participants recorded in the Trust Regulator announcement: 8 July 2026; Mr. Khun Veasna (Deputy Director General, TR), Mr. Rin Ratha (Director, Trust Registration Department, TR), and H.E. Sou Sophea (Director, FSA FinTech Center) were named attendees alongside other TR and FSA officials.

The meeting agenda comprised two agenda items explicitly listed by the TR: (1) the progress of preparation for the FSA Data Gateway; and (2) the draft rolling action plan for 2026–2028 under the non-bank fintech strategic plan.

Institutional Role

The Trust Regulator participates in inter-agency coordination where trust-sector oversight intersects with non-bank financial technology initiatives administered by the FSA.

The FinTech Center functions as the FSA’s focal unit for fintech matters affecting non-bank regulators and hosts technical discussions on system-level initiatives such as the Data Gateway and multi-year action plans.

Operational Implications

The announced review links two operational elements: a technical platform (the FSA Data Gateway) and a governance instrument (the 2026–2028 rolling action plan), both of which are cited as active items under current regulatory coordination between TR and the FSA.

Records of participation by TR senior leadership and the FSA FinTech Center establish an institutional trace for future reference on implementation responsibility and cross-regulatory coordination.
