Background
The Trust Regulator (TR) is the government agency responsible for licensing, registration, and supervision of trust companies and trust arrangements in Cambodia’s trust sector.
On 29–30 June 2026 the TR conducted on-site verification at real estate trust locations in Phnom Penh and Kampong Speu to compare trust fund identities with the physical locations of trust assets.

On 29–30 June 2026, with authorization from H.E. Sok Dara, Director General of the Trust Regulator, officials led by Mr. Heng Panha (Head of Social and Personal Trust Supervision Division) and Mr. Eung Leng (Head of Financial Trust Supervision Division) conducted field inspections of trust properties in Phnom Penh and Kampong Speu.
The inspections were conducted to verify the identity of trust funds and the precise locations of properties submitted in trust establishment and registration applications.
