Background
The Ministry of Post and Telecommunications (MPTC) will operate the Equipment Identity Registration System (EIRS) to record and verify International Mobile Equipment Identity (IMEI) numbers for devices that use SIM cards on Cambodian networks. EIRS provides free IMEI-status checks through a website, a mobile application, USSD and SMS channels to confirm whether a device’s IMEI is valid and registered on Cambodian mobile networks.
The system was launched on 1 July 2026 as an administrative measure to reduce unofficial imports of mobile phones, to support consumer protection, and to strengthen device identification for network quality oversight. MPTC advises consumers to use the EIRS verification functions before purchase and notes that existing devices currently operating on Cambodian networks will continue to function normally.
Scope of Application
EIRS covers mobile phones and other communications devices that use SIM cards and connect to Cambodian mobile networks. The initial public functions enable consumers to check IMEI status; the service is available across web, mobile app, USSD and SMS channels during working hours as published by MPTC.
Key Provisions or Decisions
- MPTC opened free IMEI-status checks via the official website (www.eirs.gov.kh), the IMEI KH mobile application, USSD code *1205# and an SMS query format (send “CHK <15-digit IMEI>” to 1205).
- Consumers can find a device’s 15-digit IMEI by dialing *#06#, checking the device settings, or inspecting the device’s original packaging.
- EIRS returns one of four IMEI-status results: (1) IMEI valid and active on Cambodian networks; (2) IMEI valid but not yet active on Cambodian networks; (3) IMEI invalid but active on Cambodian networks; and (4) IMEI invalid and not active on Cambodian networks.
- MPTC recommends avoiding purchase or use of devices that return an “IMEI invalid” status because such devices may lack standards or be counterfeit, according to the ministry advisory.

Retailers, importers and consumer-facing sellers can use EIRS checks to verify device authenticity before sale and to provide documented IMEI information to buyers. Mobile network operators and service providers may use the public verification mechanism as a reference for customer support and device troubleshooting.
