Background
The Trust Regulator serves as the project implementing unit (ACSEP-PIU1) for the Agricultural Value Chain Competitiveness and Safety Enhancement Project under the Ministry of Economy and Finance. From 17 to 19 June 2026, the implementing unit organized a three-day workshop in Pailin province to disseminate the project’s credit policy and application procedures to cooperative members and poultry producers.
ACSEP provides concessional loans and defined application procedures for sub-borrowers from agricultural cooperatives and agribusiness enterprises to support farm-level investments and value-chain activities. The workshop presented the project’s loan formats, eligibility rules, and the roles of Participating Financial Institutions, which included the Agriculture and Rural Development Bank (ARDB) and Sathapana Bank.
Key Developments
Between 17 and 19 June 2026, the Trust Regulator’s ACSEP-PIU1 held the workshop in Sala Krau and Pailin districts, Pailin Province. The program was presided over by Mr. Lim Leth, Acting Director of the General Affairs Department of the Trust Regulator, as the deputy lead of accounting and finance for ACSEP-PIU1 and representative of H.E. Sok Dara, Director General of the Trust Regulator.
Participants included members of the Chamros Stoeungkach Choeurnloeurn, Ouroel Mohasamaky, Kasikor Rongroeurng, Ponleu Samaky Kasikor, and Ratanak Krochap Meanchey agricultural cooperatives; ACSEP-PIU1 officers and consultants; provincial agriculture representatives; and the two PFIs named above.
Institutional Role
The Trust Regulator acted as the implementing authority responsible for communicating ACSEP credit rules and submission procedures to local cooperative members. Participating Financial Institutions, specifically ARDB and Sathapana Bank, were presented as the channels through which ACSEP concessional lending would be accessed by eligible sub-borrowers.
Operational Implications
The workshop disseminated standardized loan application formats, eligibility criteria, and submission steps that ACSEP requires for loan proposals. Agricultural cooperatives and agribusiness members who attended were provided with project guidance intended to support their applications for concessional finance under ACSEP.
