Cambodia Non-Bank Financial Oversight: Trust Regulator Reviews FSA 2025 Budget Implementation

Background

Institutional participants from the Trust Regulator (TR) and the Non-Bank Financial Services Authority (FSA) convened to review implementation of the FSA’s 2025 annual budget. The Non-Bank Financial Services Authority (FSA) is the official authority overseeing non-bank financial services in Cambodia, and budget reviews are part of its internal financial reporting and oversight cycle. The Trust Regulator is the authority that governs, supervises and develops the trust sector in Cambodia.

On May 28, 2026, H.E. SOK Dara, Director General of the Trust Regulator, accompanied by Mr. KHUN Veasna, Deputy Director General, participated in a technical meeting of units under the FSA to review and discuss the draft report on the implementation of the FSA’s 2025 annual budget. The meeting was chaired by H.E. ROS Seilava, Secretary of State at the Ministry of Economy and Finance and Vice-Chairman of the FSA, and included regulators and unit representatives joining via Zoom.

Key Developments

The session focused on examination of the draft implementation report for the FSA’s 2025 budget as prepared by units under the authority. Participants included senior TR officials and representatives from FSA units; the meeting was conducted remotely through Zoom in line with the FSA’s convening notice. The source for these attendance and agenda details is the Trust Regulator’s public statement dated May 28, 2026.

Institutional Role

Technical reviews of budget implementation reports allow coordinating authorities and sectoral regulators to reconcile planned appropriations with expenditure and program activity. In this instance, the Trust Regulator engaged as a sectoral regulator with a direct interest in non-bank financial governance and the financial management practices of the FSA’s constituent units.

Policy Context

Annual budget implementation reporting is a routine component of public financial management that supports transparency and internal accountability within government authorities. For sectoral regulators in Cambodia’s non-bank finance space, these reports provide a formal record linking approved budgets to operational activities and administrative oversight responsibilities.
