Trust Regulator Holds Training on ACSEP Credit Operation Guideline Updates

Background

On 22 May 2023, the Trust Regulator (TR), serving as the Project Implementing Unit for Component 1 of the Agricultural Value Chain Competitiveness and Safety Enhancement Project (ACSEP/PIU1) under the Ministry of Economy and Finance, organized a dissemination workshop and training session on the project’s credit operation guideline. The workshop was held at the Non-Bank Financial Services Authority and was presided over by H.E. Sok Dara, Director General of the Trust Regulator and Project Manager of ACSEP PIU1.

The activity focused on the “General Operation Guideline” for credit operations under ACSEP Component 1, which supports agricultural value chain competitiveness and safety enhancement. The event formed part of the project’s implementation framework for engaging partner financial institutions involved in delivering project-related credit.

Scope of Application

The updated general operation guideline and related training applied to financial institutions participating in ACSEP Component 1, specifically the Rural Development and Agricultural Bank and the Bank for Infrastructure and Development, identified as project partner financial institutions. It also covered focal officials and staff of ACSEP/PIU1 responsible for implementing and overseeing project credit operations.

Key Provisions or Decisions

The workshop and training program addressed the update of the project’s credit operation policy documents and procedures. Participants were briefed on:

  • Revisions to the general operation guideline for ACSEP credit operations under Component 1.
  • Updated procedures governing the implementation of credit operations within the project framework.
  • Practical aspects of applying the revised guideline in coordination between ACSEP/PIU1 and the partner financial institutions.

The focus was on providing detailed instruction to ensure consistent understanding and application of the updated credit operation framework among all relevant project stakeholders.

Implications for Investors, Businesses, or Compliance

The updated general operation guideline for ACSEP Component 1 credit operations provides a clearer procedural framework for the Rural Development and Agricultural Bank and the Bank for Infrastructure and Development in implementing project-related credit. For agricultural value chain actors and related businesses seeking financing through ACSEP mechanisms, the training supports more standardized and coordinated credit procedures among participating institutions. For compliance, the session helped align ACSEP/PIU1 staff and partner banks with the revised operational documents and internal processes governing project credit operations.
