The National Social Security Fund (NSSF) announced the launch of a pilot social security scheme on health care for self-employed individuals in Phnom Penh, starting 1 April 2023. The initial phase targets self-employed tricycle and vehicle drivers and is implemented in cooperation with GRET and supported by the French Development Agency (AFD).
The Minister of Agriculture, Forestry and Fisheries chaired an internal meeting to review Cambodia’s work under ASEAN cooperation on food, agriculture and forestry. The meeting assigned the Department of International Cooperation to monitor all related MoUs and report on missions, and highlighted alignment with the seven ASEAN priority areas in this sector.
The General Department of Immigration participated in a meeting with France’s Ministry of the Interior to discuss strengthening cooperation on security and governance. The discussion focused on enhancing joint action against international and regional threats to internal security within the framework of friendly and partnership relations.
A Cambodian delegation led by Secretary of State Roth Saravuth of the Ministry of Commerce joined the Special Meeting of the ASEAN–Canada Free Trade Agreement Trade Negotiating Committee in Bandung, Indonesia, on 23 February 2023. Cambodia called for ASEAN to maintain a common position in a non-paper to Canada covering environment, labour, and inclusive trade, and proposed specialized working groups on these themes.
A Secretary of State at the Ministry of Commerce met with a delegation from the US-ASEAN Business Council, led by Ambassador Michalak, to discuss existing and potential US business activities in Cambodia. The discussion covered ongoing projects, including automotive assembly and electronic payment services, and explored further investment prospects, particularly in the health sector and private hospitals.
The Commander of the Royal Cambodian Army, General Hun Manet, held a bilateral meeting with Singapore Army Chief Brigadier-General David Neo during the latter’s official visit to Cambodia. The two sides reviewed existing defence cooperation and discussed plans to expand joint activities including training, exchanges, and mechanisms for regular army-to-army engagement.
The General Department of Energy of the Ministry of Mines and Energy led a Cambodian delegation to a meeting at the IAEA headquarters in Vienna from 20–24 February 2023. The discussions covered five proposed technical cooperation projects for 2024–2025, a draft Country Programme Framework for 2024–2029, support for national energy planning and efficiency, and cooperation under the IAEA Rays of Hope initiative for cancer treatment services at Calmette Hospital.
The Ministry of Commerce announced the opening of the third round of negotiations on the Cambodia–UAE Comprehensive Economic Partnership Agreement (CEPA) in Dubai, scheduled from 20–22 February 2023. Both sides expressed their intention to conclude the negotiations in this round and highlighted the recent growth in bilateral trade.
The 9th Commission of the Senate conducted a field visit to review progress on the Bak Kheng raw water pumping station and water treatment plant, as well as associated main pipeline works under the Tonle Sap and along the Win-Win Boulevard. The delegation was led by the commission president and joined by senior officials from the Ministry of Industry, Science, Technology and Innovation, French and EU representatives, and development finance institutions.
The Ministry of Labour and Vocational Training reported that the Republic of Korea has pledged to raise the 2023 quota for Cambodian workers to more than 10,000. The commitment was made during a meeting between Minister Ith Samheng and UH Soobong, Head of the Human Resources Development Unit of the Republic of Korea, which also discussed faster worker selection and reintegration of returnees.
