The Ministry of Labour and Vocational Training is the government authority in Cambodia responsible for labor administration, employment policy, vocational training, and the regulatory framework governing workforce development and industrial relations. Its mandate covers labor law implementation, workplace standards, employment conditions, skills development, labor market oversight, and compliance mechanisms affecting employers, workers, and training institutions across Cambodia. The Ministry of Labour and Vocational Training and Singapore’s ITE Education Services signed a memorandum of understanding on technical and vocational education and training cooperation. The agreement focuses on strengthening Cambodia’s TVET system through work on infrastructure, leadership, capacity, education quality, and TVET licensing and certification.
The Ministry of Labour and Vocational Training convened a technical working group meeting to review a draft evaluation report on implementation of Cambodia’s 2017–2025 National Policy on Technical and Vocational Education and Training and to discuss preparation of a Cambodia skills inventory. The draft report is intended to support development of the 2026–2035 national policy on technical and vocational skills development and to be submitted through the relevant national review and reporting mechanisms.
The National Minimum Wage Council, chaired by the Minister of Labour and Vocational Training, decided to provide a temporary travel allowance of USD 2.50 per month to workers in the garment, textile, footwear, and travel goods and bag sectors. The additional allowance, effective from 1 April 2026, is to be paid on top of existing travel and accommodation allowances during the period of the global fuel price crisis.
The Ministry of Labour and Vocational Training launched an awareness campaign on preventing and eliminating child labour and improving working conditions for young workers at a rubber plantation in Snuol district, Kratie province. The campaign targets priority sectors such as brick and tile production and agro-industry, and calls for stronger cooperation among stakeholders to support children’s education and skills development.
On 18 March 2026, the Minister of Labour and Vocational Training met with the Canadian Ambassador to Cambodia to discuss strengthening bilateral cooperation. The discussion focused on labour, social security, and technical and vocational education and training, with Canada expressing intent to expand support in these priority areas.
The Minister of Labour and Vocational Training met with representatives of the Australian Embassy and IDP Education to discuss strengthening cooperation on technical and vocational education and English language training in Cambodia. The discussion included potential integration of English programs into public TVET institutions and short-term technical training opportunities in Australia for Cambodian trainees and company staff.
The Minister of Labour and Vocational Training met with representatives of the Australian Embassy and Bendigo Kangan Institute to discuss opportunities to expand Cambodia–Australia cooperation on skills development. The discussion followed the official launch of the Cambodia Automotive Centre of Excellence and focused on aligning new cooperation areas with labour market and industrial needs, including the ongoing TVET programme targeting 1.5 million youth.
The Ministry of Labour and Vocational Training and Australian partners officially launched the Automotive Centre of Excellence in Cambodia (ACE-C) on 16 March 2026. The initiative, supported by the Australian Government and Bendigo Kangan Institute, aims to strengthen technical and vocational education and training in the automotive sector through practical training and knowledge transfer.
The Ministry of Labour and Vocational Training continued its local job outreach by presenting about 2,750 job opportunities to former migrant workers and residents in Thma Koul district, Battambang province. The event also promoted social security benefits and the national TVET 1.5M skills training programme, with guidance on accessing employment services through the National Employment Agency hotlines.
The Ministry of Labour and Vocational Training organized a local employment, social security and vocational training forum in Svay Chek district, Banteay Meanchey province, presenting approximately 1,000 job opportunities from four large companies. The event targeted local residents, youth and returning migrant workers from Thailand, and also promoted access to national social security and technical and vocational education and training.
