Cambodia Payment Infrastructure: NBC Connects Weixin Pay to KHQR for Cross‑Border QR Payments

Background

The National Bank of Cambodia launched a cross-border QR Code payment service that connects Weixin Pay to Cambodia’s KHQR standard on 18 August 2026. Cross-border QR connectivity allows foreign mobile-wallet providers to accept a local QR-code payment standard at retail points of sale, reducing the need for merchants to maintain multiple foreign payment rails.

Weixin Pay users can make payments at participating Cambodian merchants by scanning KHQR codes for purchases, dining, transportation, accommodation, and leisure activities. The launch ceremony in Phnom Penh was presided over by H.E. Dr. Chea Serey, Governor of the National Bank of Cambodia, and Mr. Ben Yang, Managing Director of Weixin Pay for Southeast Asia, North America, and Latin America.

Key Developments

On 18 August 2026, the National Bank of Cambodia announced Phase 1 of a cross-border connection that enables Weixin Pay to process payments via Cambodia’s KHQR at participating merchants. Phase 1 specifically targets in-person retail transactions by Chinese tourists and other Weixin Pay users visiting Cambodia.

Institutional Role

The National Bank of Cambodia acted as the launching authority for the connectivity, while Weixin Pay provides the mobile-wallet access for outbound users from the People’s Republic of China. The arrangement demonstrates an interoperability approach where a domestic QR payment standard is linked with an international wallet provider to facilitate cross-border retail payments.

Operational Implications

Merchants that already display KHQR codes can receive payments from Weixin Pay users without installing separate China-specific terminals, enabling immediate acceptance at existing points of sale. Typical merchant use-cases include retail purchases, restaurants, transport services, hotel check-outs and tourism-related activities in major urban and destination areas.
