Cambodia Financial Inclusion Policy: National Bank Begins 2026-2030 Strategy Update

Background

Financial inclusion policy in Cambodia is closely linked to the country’s banking, microfinance, and digital payments framework. A national financial inclusion strategy provides a policy structure for expanding access to formal financial services while coordinating public authorities, financial institutions, development partners, and civil society. Consumer protection, financial literacy, and digital financial services are standard policy components because access alone does not ensure safe or effective use of financial products.

The National Bank of Cambodia serves as the central monetary and banking authority and plays a coordinating role in financial sector development. On 23 April 2026 in Phnom Penh, the National Bank of Cambodia, in cooperation with the Asian Development Bank and the United Nations Capital Development Fund, launched the process to update the National Financial Inclusion Strategy for 2026-2030. The event was chaired by NBC Deputy Governor Yim Leat and included representatives from government institutions, private sector entities, development partners, banking and financial institutions, civil society organizations, and associations, with nearly 250 participants attending.

The launch event marked the formal start of consultations for the updated strategy period covering 2026 to 2030. Remarks were delivered by Yasmin Siddiqi, Country Director of the Asian Development Bank in Cambodia, Vladanka Andreeva, United Nations Resident Coordinator in Cambodia, and Shakeel Ahmad, representative of the United Nations Capital Development Fund.

According to the National Bank of Cambodia, the program included presentations on progress achieved under earlier financial inclusion efforts and on priority directions for the updated strategy. Technical working group discussions were organized around five focus areas: financial inclusion for women, digital financial services, financial literacy and consumer protection, sustainable finance, and financial inclusion for persons with disabilities.

Policy Context

The selected priority areas indicate that the updated strategy is being framed as a broad financial sector policy instrument rather than a narrow banking access program. Inclusion for women and persons with disabilities points to a distributional policy approach, while digital financial services links the strategy to payment modernization and service delivery channels. Financial literacy and consumer protection are governance tools that help reduce misuse, misunderstanding, and unequal bargaining power in retail finance.

Sustainable finance within the consultation agenda also suggests a wider alignment between inclusion policy and longer-term financial sector development objectives. For regulators and market participants, the strategy update can serve as a reference point for future coordination among banks, microfinance institutions, payment service providers, development agencies, and other stakeholders involved in access to finance.

Institutional Role

The National Bank of Cambodia is the lead public institution for monetary policy, banking supervision, and payment system oversight, which gives it a central role in shaping national financial inclusion policy. Cooperation with ADB and UNCDF reflects the multi-stakeholder nature of inclusion strategies, which often combine domestic regulatory leadership with technical assistance and development finance support.

The consultation format described by NBC indicates that the updated strategy is being developed through a participatory process involving both public and private sector actors. That approach is relevant for implementation because financial inclusion outcomes depend on regulatory design, market infrastructure, product distribution, and end-user capability at the same time.
