Cambodia Digital Infrastructure: National Assembly Plans High‑Security SOC for Cybersecurity

Background

The National Assembly Secretariat-General is advancing a plan to create a centralized cyber-defence capability focused on protecting parliamentary information systems and official datasets. The Secretariat-General of the National Assembly is preparing to establish a Security Operations Center (SOC) to strengthen protection of the Assembly’s official data and information systems.

A Security Operations Center is a centralized operations hub that continuously monitors network traffic and system logs to detect cyber intrusions and coordinate incident response. The SOC initiative is presented within the Assembly’s broader move toward a digital-parliament environment and aims to raise the technical baseline for institutional IT security.

Key Developments

A technical meeting and presentation took place on the morning of 24 August 2026, attended by Sar Kim Srun, Director-General of the General Directorate of Information and Communication Technology (ICT) at the Secretariat, technical staff from the Secretariat-General, and representatives of Proseth Solutions. Participants exchanged experience, assessed feasibility, and explored concrete technical options for establishing the SOC.

Institutional Role

The Secretariat-General is acting as the lead internal agency to coordinate planning, technical assessment, and vendor engagement for the SOC. The ICT directorate within the Secretariat-General is positioned to define technical requirements and operational governance for the SOC as part of parliamentary IT management.

Operational Implications

The planned SOC is intended to provide continuous monitoring and a centralized coordination point for incident response, improving the Assembly’s ability to identify and respond to cyber threats in a timely manner. Implementing a SOC would create a dedicated mechanism for protecting operational continuity and safeguarding official parliamentary data under the Assembly’s digital-parliament objectives.
