2026 Key Performance Indicators and Action Plan for Public Financial Management Reform by the Secretariat General of the National Assembly

Background

In alignment with the Royal Government’s 7th legislature strategy and modern public administration reform, the Public Financial Management Reform Task Force of the Secretariat General of the National Assembly developed a master action plan (MAP) along with key performance indicators (KPIs) for 2026. The initiative aims to enhance the effectiveness and integrity in the use of national budget resources within the legislative institution.

Scope of Application

This plan applies exclusively to the Secretariat General of the National Assembly and its ongoing efforts to reform public financial management systems and processes during the calendar year 2026.

Key Provisions or Decisions

The task force, led by Deputy Secretary General Khoun David, convened on 3 March 2026 with institutional leadership and technical officials to review and clarify the direction of the 2026 MAP and KPIs. Emphasis was placed not only on budgeting and expenditures but also on establishing clear, measurable results through KPIs to enable evaluation of operational efficiency and resource use.

Drawing on experience from inter-ministerial consultations and institutional reviews, the task force synthesized best practices to improve the National Assembly’s internal working systems. Furthermore, the task force was directed to prepare reports addressing challenges and proposing concrete solutions, especially in internal audit and administrative-financial processes, to support smooth, modernized governance.

Transparency and accountability are integral components of these reform efforts. As a legislative institution, the Secretariat General is committed to setting a model through applying an “Information Technology Budget System” and robust financial management controls.

While the action plan primarily concerns internal government financial management reforms, its emphasis on transparency and effective budget utilization contributes to improved governance environment in Cambodia.
