Background
The Ministry of Women’s Affairs prepares program-level budget proposals and establishes performance targets for its national and subnational offices as part of its internal planning responsibilities. On 10 June 2026 the ministry convened a Phnom Penh workshop to define outcome targets and program-level KPIs to inform its 2027 budget submission.
Performance accounting links measurable program outputs or outcomes to budget planning and provides a basis for allocating public resources against stated results. The workshop aimed to accelerate the ministry’s transition to performance-based budgeting by producing a strategic budget plan for 2027–2029, a 2027 budget proposal, and a 2027 performance plan prepared by the ministry’s finance working group.

The event gathered approximately 150 officials, including secretaries of state, under-secretaries, directors-general, deputy directors-general, department heads, technical officers, and representatives from provincial women’s affairs departments. The ministry documented five headline recommendations offered by Minister Oung Kantha Phavi: focus on priority system-level activities; develop joint KPIs linked to multiple funding sources; increase public communication of results through the ministry’s flagship family programs; maintain alignment with national economic conditions and state priorities for 2026–2027; and strengthen data management systems for performance monitoring.
Operational Implications
The finance working group within the Ministry of Women’s Affairs is responsible for drafting the strategic budget plan (2027–2029), the 2027 budget, and the ministry’s 2027 performance plan. Departments and provincial offices were directed to refine program-level indicators and to integrate additional resource linkages when setting KPIs, which will inform internal allocation proposals and external reporting on results.
