Cambodia Water Governance: Mekong-Lancang Transboundary Water Information Update and Sharing Project

Background

The Ministry of Water Resources and Meteorology (MOWRAM) convenes technical exchanges to support national management and intergovernmental coordination of river basin data and water-resource information. On 22 May 2026 MOWRAM held a workshop in Siem Reap to publish and discuss results from a project that updates and shares information on water resources among countries in the Mekong-Lancang river basin.

The initiative received financial support from the People’s Republic of China through the Lancang‑Mekong Cooperation (LMC) Special Fund. The Ministry of Foreign Affairs and International Cooperation provided coordination and facilitation for the project’s implementation and stakeholder participation.

Key Developments

The workshop took place at a hotel in Siem Reap and was opened by Meng Pokunth, Director General of the General Department of Administrative Affairs, acting on behalf of Minister Thao Cheth. Attendance included representatives from provincial water resource departments, the National Mekong Committee (Cambodia), technical officers from MOWRAM, and diplomatic representatives such as Lu Qizhi, the Chinese consul in Siem Reap. Approximately 50 participants from target provinces and national agencies joined the event.

Institutional Role

MOWRAM served as the project host and national coordinating agency for dissemination of the project results in Cambodia. The project was implemented under the Lancang‑Mekong cooperation framework, which combines technical assistance and special‑fund financing to support cross‑border water information activities among member countries.

Operational Implications

Project outputs are intended for use by provincial water resource officials and national basin coordination bodies to enhance shared situational awareness of transboundary water resources. The combination of technical outputs and international funding aims to strengthen information exchange mechanisms used by agencies responsible for river basin monitoring and cooperation.
