Cambodia Agricultural Infrastructure: MOWRAM Expands Automated Agromet Stations under PEARL

Background

The Ministry of Water Resources and Meteorology (MOWRAM) manages Cambodia’s agrometeorological network that supplies weather and climate information used to support farming decisions and early warning for natural hazards. MOWRAM’s operational responsibilities include installing automated agromet stations, maintaining station networks, and delivering meteorological data to provincial authorities.

The PEARL (Partnership for Resilient Agriculture and Livelihoods) project links government agencies, communities, and private sector partners to build climate-smart agricultural systems in targeted northern Tonle Sap provinces. Under this model, agrometeorological infrastructure functions as a data and services backbone for provincial agricultural planning and disaster preparedness.

Key Developments

On 12 May 2026, an official handover ceremony was held at Srei Snom district in Siem Reap province to transfer newly installed automated agromet stations to MOWRAM under the PEARL project. The event was attended by MOWRAM senior officials, representatives from the UN Food and Agriculture Organization (FAO) in Cambodia, provincial administrations, and technical staff from target provinces.

Institutional Role

MOWRAM has accepted technical responsibility for a set of agrometeorological works under PEARL, positioning the ministry as the primary provider of operational weather and climate information for agricultural users and other line ministries. The ministry coordinates with the Ministry of Agriculture, provincial administrations, and international partners to integrate agromet data into early-warning and agricultural advisory workflows.

Operational Implications

As part of the handover, MOWRAM will install eight new automated agromet stations and rehabilitate 12 existing stations in project target areas. The ministry will also organize training workshops on equipment maintenance, operational procedures, and database management for sub-national technical staff to ensure continuous provision of data and climate information products to the provinces.
