On 27 April 2026, MOWRAM said Secretary of State Sut Rosmei, acting as head of the ministry’s procurement committee and representing Minister Thor Chetha, led an inter-ministerial working group to inspect, evaluate, hand over, receive, and finalize validity procedures for Chapter 21 works in Prey Veng and Kampong Cham.
According to the ministry, the working group included officials from MOWRAM and the Ministry of Economy and Finance, with cooperation from Thai Ly Engineering. The inspection covered two completed works packages: rehabilitation of a secondary canal and construction of hydraulic structures in Teuk Thla commune, Svay Antor district, Prey Veng province, and excavation of the Damnak Sangkae channel with related hydraulic structures in Prek Krabau commune, Kang Meas district, Kampong Cham province.
MOWRAM stated that the canal rehabilitation work in Prey Veng had reached 100% completion. The Kampong Cham excavation and structure works were reviewed after the end of a 12-month quality guarantee period.
Institutional Role
The ministry described the field mission as an inter-ministerial assessment tied to acceptance and closure procedures for public works implementation. Such reviews serve an administrative function beyond construction progress, because they document whether a project can move from contractor responsibility to formal state acceptance after technical verification.
MOWRAM said the working group gave a positive assessment of the contractor’s performance, citing compliance with technical standards, structural quality, and overall finishing. The ministry linked the completed works to improved water management efficiency and support for agricultural production in the affected areas.

The two projects are part of local irrigation and drainage infrastructure used to manage water flows in agricultural zones.
