Cambodia Digital Payment Integration: Cambodia–India Cross‑Border UPI/QR System to Support Tourism Connectivity

Background

The tourism sector increasingly relies on interoperable digital payment solutions to reduce friction for international visitors and to support on‑the‑ground businesses during peak seasons and major events. Cambodia’s tourism authorities and financial institutions have prioritised travel facilitation measures that link visitor services and payment acceptance with inbound markets such as India.

The Cambodia–India cross‑border linkage uses India’s Unified Payments Interface (UPI) and QR standards to enable payments between Indian users and Cambodian merchants. The National Bank of Cambodia and the Embassy of India are among the institutions cooperating on the cross‑border UPI/QR payment linkage. The linkage establishes a concrete payment infrastructure function by enabling outbound UPI transactions from India to be settled for merchant acceptance in Cambodia through participating banks and payment providers.

H.E. Huot Hak, Minister of Tourism, delivered congratulatory remarks at the official launch ceremony held on 2 June 2026, an event organised by the Embassy of India in Phnom Penh. The launch was attended by H.E. Vanlalvawna Bawitlung, Ambassador of India to Cambodia, senior ministry officials, representatives of the National Bank of Cambodia, and private‑sector banking and payments executives.

Institutional Role

The Embassy of India in Cambodia acted as organiser and diplomatic sponsor for the initiative, while the National Bank of Cambodia was recognised by the Ministry of Tourism for its cooperation in enabling the technical and regulatory linkages needed for cross‑border payment flows. Private banks and payment providers from both countries are expected to participate as operational partners for merchant acceptance and settlement.

Market Impact and Implications for Tourism and Businesses

The Ministry signals that the UPI/QR linkage is intended to reduce payment friction for Indian visitors, support tourism businesses with additional payment acceptance options, and integrate inbound tourist spending into Cambodia’s digital economy. According to the Ministry, Cambodia received approximately 22,000 Indian visitors in the first quarter of 2026; authorities expect payment facilitation measures and enhanced connectivity to support further visitor growth, particularly around high‑profile events such as International Yoga Day.
