Background

His Excellency HUOT Hak, Minister of Tourism, attended the closing ceremony of the 2025 Annual Review Meeting on the implementation of Cambodia’s Public Financial Management Reform Program (PFMRP) Phase IV, titled “Performance Accountability.” The meeting was held under the high presidency of His Excellency Akka Pundit Sapheacha AUN Pornmoniroth, Deputy Prime Minister, Minister of Economy and Finance, and Chairman of the Public Financial Management Reform Steering Committee.

The PFMRP has been implemented in sequential phases from Phase I through Phase IV, focusing on strengthening Cambodia’s public financial management system.

Scope of Application

The review covered the overall implementation of the Public Financial Management Reform Program from Phase I to Phase IV. It concerned Cambodia’s public financial system as a whole, including its alignment with international standards and its performance in terms of efficiency, effectiveness, transparency, and accountability within the Cambodian context.

Key Provisions or Decisions

According to the information provided at the meeting, the Public Financial Management Reform Program has generated visible progress across its four phases. Cambodia’s public financial system has been described as steadily improving and being on the right track.

The system is reported to be increasingly aligned with international standards and to ensure enhanced efficiency, effectiveness, transparency, and accountability. It is also characterized as flexible and resilient in responding to socio-economic changes at both regional and global levels. The event took place at the General Department of Taxation (GDT Tower) on 18 March 2026.

Implications for Investors, Businesses, or Compliance

The reported improvements in Cambodia’s public financial system, including greater alignment with international standards and stronger transparency and accountability, indicate a maturing public financial management environment.
