Background
MPWT led a wrap-up meeting on 2 October 2026 to review a preliminary study on upgrading railway infrastructure and establishing sector management arrangements in Cambodia. Participants included representatives from Japan’s Ministry of Land, Infrastructure, Transport and Tourism (MLIT), the Japan International Cooperation Agency (JICA), and consultant Nippon Koei.
The study covered practical inspections of two existing railway corridors and addressed workstreams for prioritising restoration of the extant network, preliminary alignment reviews in urban areas, and preparation of technical frameworks and guidance for the sector. Delegates also discussed draft legislative text on railways and planned knowledge exchanges, including a study visit to Japan focused on safety management, reporting and accident investigation practices.
Key Developments
MPWT convened senior ministry leaders, technical specialists, and international partners to evaluate the study results and on-site assessments conducted by the Japanese technical team. The meeting reviewed recommendations on network repair priorities and initial proposals for urban alignment adjustments, and it considered inputs on a draft railway law prepared as part of the technical assistance.
Institutional Role
The Ministry of Public Works and Transport acted as the national coordinating authority for the study and hosted joint sessions with Japanese partners to align technical outputs with national needs. External partners provided technical assistance and inspection expertise, while MPWT retains responsibility for translating study recommendations into national planning and any required legal or technical instruments.
Operational Implications
Meeting participants agreed on continuing close cooperation to ensure that the study’s findings and recommendations are adapted to Cambodia’s operational conditions and can be implemented. The MPWT requested that technical teams refine proposals so they can be pursued to improve safety, operational efficiency, and sustainability across the national rail network.
