Background
The National Road 1 and Mekong crossing initiative targets capacity and connectivity upgrades along Cambodia’s southern economic corridor by combining highway widening with a new river crossing and associated links. The project design includes widening National Road 1 to a total length of 53 km and expanding carriageways from two lanes to up to six lanes in specific sections.
Planned works also include construction of an extradosed bridge across the Mekong with associated connecting roads to link Phnom Penh and the Ariyaksatra area. A ministerial review session at MPWT headquarters on 19 August 2026 brought together senior ministry officials, technical directorates, representatives from the Ministry of Economy and Finance, the Ministry of Water Resources and Meteorology, Phnom Penh and Kandal provincial administrations, relevant municipal and district authorities, and the JICA technical study team to discuss the draft final report.
Key Developments
The review meeting examined the draft final report prepared by JICA’s technical study team and focused on technical design, environmental and social impacts, underground utility networks, and the project implementation plan. Participants provided detailed technical and planning feedback and noted the study’s analytical depth as a preparatory step toward subsequent project implementation actions.
Institutional Role
The Ministry of Public Works and Transport is the lead coordination agency for the project, convening line ministries, provincial administrations, and international technical partners. JICA functions as the project’s technical study advisor, while the Ministry of Economy and Finance, the Ministry of Water Resources and Meteorology, and local administrations contribute fiscal, hydrological, and local planning inputs respectively.
Operational Implications
Project planning highlights the need for viaducts at busy population and market nodes and coordination on underground infrastructure relocation as core construction challenges. The stated objective of the project is to improve transport efficiency and facilitate safer, more reliable movement for people and goods along the southern corridor, which will require staged construction, inter-agency coordination, and detailed utility mapping during implementation.
