Background

The SF-CLIP project aims to strengthen capacity to coordinate improvements to Cambodia’s logistics system, and one of its working groups (WG2) focuses on producing a roadmap and operational arrangements for road and rail operations management. On 5 August 2026, Undersecretary Sun Sokheng, as chair of WG2, led a progress review meeting at MPWT headquarters attended by representatives of Japan International Cooperation Agency (JICA), international advisory experts, and multiple relevant national officials. The meeting reviewed the working group’s progress and collected additional inputs to the draft “map of directions for preparing the railway operations management system in Cambodia,” a document aimed at shaping operational arrangements for rail and road transport.
Institutional Role
WG2 operates as a technical coordination body within the SF-CLIP project structure, bringing together MPWT officials, international partners and consultants to produce operational guidance for surface transport. MPWT’s leadership role in WG2 positions the ministry as the primary coordinator for drafting and consolidating cross-agency procedures that affect road and rail operations.
Operational Implications
During the meeting the chair commended the contributions of participating members and recommended that the working group continue revising the draft based on meeting inputs and deepen interagency cooperation. The group was advised to proceed with edits and collaboration to help ensure that implementation follows the project plan and delivers outcomes for the ministry and national transport system.
