Background
National road corridors and river-crossing bridges form core elements of Cambodia’s transport infrastructure and require centralized planning and oversight. The Ministry of Public Works and Transport (MPWT) is the government agency responsible for planning and overseeing national road and bridge infrastructure in Cambodia.

On 28 July 2026 MPWT officials, led by Undersecretary of State Kim Ponnah, met with ministry leaders, JICA representatives and delegates from the Ministry of Economy and Finance to discuss the National Road No.1 and an associated Mekong crossing bridge. The meeting focused on four principal items: continuation of project scoping including bridge construction and road upgrading; selection of bridge type and construction techniques; planning and assessment for EIA and RAP; and project implementation arrangements including preparation of future loan or financing agreements.
Institutional Role
MPWT leads technical planning, feasibility review and coordination for national road and bridge projects, while development partners such as the Japan International Cooperation Agency (JICA) participate in feasibility, design and financing discussions. The Ministry of Economy and Finance is typically engaged in assessing public financing implications and in preparing government-side arrangements for concessional loans or other funding instruments.
