Background
The Ministry of Public Works and Transport (MPWT) is advancing an Intelligent Transport Systems (ITS) pilot that uses Big Data to improve traffic management in Phnom Penh. Six technical officers from MPWT attended an ITS training course in the Republic of Korea from 22 to 26 June 2026 under Korean Official Development Assistance provided by the Ministry of Land, Infrastructure and Transport.
A technical roadmap titled “Roadmap for the Development of Intelligent Transport Systems in Cambodia” was prepared jointly by Korean technical teams and the Directorate General of Land Transport and is scheduled for official publication on 14 July 2026. The ITS pilot project is conducting trials on major arterial roads within central Phnom Penh to enhance traffic management, mobility and safety and to provide accurate, timely traffic information to road users and relevant agencies.

Institutional Role
The Directorate General of Land Transport led collaboration with Korean technical teams to compile the ITS roadmap, while MPWT is positioned to coordinate implementation and future scaling. The Korean Ministry of Land, Infrastructure and Transport provided ODA funding and technical assistance for the training and roadmap preparation.
Operational Implications
Implementation of ITS trials on Phnom Penh arterial roads is intended to create a foundation for data-driven traffic operations and information services for users and agencies. Publication of the national ITS roadmap will establish an authoritative reference for subsequent procurement, system integration, and coordination across MPWT and municipal traffic authorities.
