Background
The Department of Wastewater Treatment Systems within the Ministry of Public Works and Transport oversees construction and management of urban wastewater and sanitation infrastructure in Cambodia. The WaSSIP project upgrades urban water supply and sanitation infrastructure in Siem Reap and is implemented through multiple construction contract packages managed by project management unit CMU-2.
On 23 June 2026, MPWT officials, the CMU-2 project team and a World Bank technical delegation conducted an on-site inspection of WaSSIP activities in Siem Reap province and discussed the sustainability of the provincial wastewater management unit after project completion. The inspection reviewed physical works, contract-package progress and outstanding technical issues that will need resolution prior to project close-out at the end of 2026.
Key Developments
MPWT reported completion progress for individual contract packages as follows: MPWT-CW-4 at 100%; MPWT-CW-1A at 100%; MPWT-CW-3 approximately 100%; MPWT-CW-6A approximately 93.93%; and MPWT-CW-9 approximately 50.71%. Participants in the inspection and coordination meeting included CMU-2 staff, World Bank technical personnel, the provincial wastewater management unit for Siem Reap, project consultants CTI Engineering International Co., Ltd JV PPIC Co., Ltd and construction contractors China Railway No.2 Engineering Group Co., Ltd and Phkay Prek & Jace Korea-Joint Venture.
Institutional Role
Project implementation is led by MPWT through CMU-2 with technical oversight and financing safeguards involving the World Bank. Discussions during the site visit focused on the capacity and arrangements required for the provincial wastewater management unit to operate and maintain the upgraded water supply and sanitation assets after the project closes.
Operational Implications
Reported package completion rates provide a baseline for final commissioning, handover and operational readiness activities ahead of the scheduled project closure at the end of 2026. The on-site review identified remaining technical issues for resolution and affirmed coordination among MPWT, CMU-2, the World Bank, consultants and contractors on next steps toward handover.
