Background
The Cross-Border Connectivity Enhancement Project (3CEP) is designed to upgrade international border gate infrastructure and facilitate cross-border transport operations. 3CEP is financed through co-financing arrangements with the Asian Infrastructure Investment Bank (AIIB) to support preparatory and implementation activities for transport connectivity improvements.
MPWT reported that 3CEP aims to strengthen transport links across Cambodia’s northeastern region and to improve the operational capacity of international border crossing facilities (CBFs) to better support transport, trade and cross-border tourism. The project is positioned to interface with regional mechanisms including the Greater Mekong Subregion (GMS) cooperation and bilateral Cambodia–Vietnam transport initiatives, and to align with national regional development priorities such as the Economic Pole 5 plan.
Key Developments
On 28 May 2026, Secretary of State and Project Director Im Nithara led an MPWT meeting to review progress in preparing the 3CEP project. Attendees included the Deputy Secretary of State, the head of project management, senior management and technical officers from relevant directorates, and representatives of the technical consulting firm KCI-BOTEK JV.
The meeting reviewed consultant deliverables, identified constraints reported by the technical team, and prepared documentation and responses ahead of the sixth AIIB expert mission to Cambodia.
Institutional Role
The Ministry of Public Works and Transport (MPWT) is the project implementing authority responsible for coordinating directorates and external consultants during the preparation phase of 3CEP. KCI-BOTEK JV serves as the technical advisory consultant for project preparation, supplying studies and recommendations required for AIIB due diligence.
Operational Implications
MPWT indicated that the project’s preparatory outputs will inform the design and operational planning for upgraded border gate stations and associated transport infrastructure. Enhanced CBF infrastructure and clearer operational arrangements are stated objectives to facilitate more efficient cross-border movement of freight, passengers and tourism flows, and to support Cambodia’s integration into regional transport corridors.
