Background
Vehicle overloading control is a core part of Cambodia’s road infrastructure management system because axle weight directly affects pavement life, bridge safety, and public maintenance costs. Weight-limit enforcement is carried out under the transport administration framework overseen by the Ministry of Public Works and Transport, which operates inspection stations and mobile enforcement teams on national roads.
National roads serve as the primary overland freight corridors linking provinces, markets, and border-facing trade routes, so overloading has implications beyond a single vehicle offense. Excess cargo weight increases road deterioration rates and can shorten the service life of transport infrastructure that is designed for specified load standards. In practice, overload inspections function as both a road-protection measure and a transport compliance mechanism.
In Cambodia, overloaded freight vehicles are subject to inspection and suppression measures by designated authorities under the ministry’s enforcement structure. Provincial operations on specific road segments provide an administrative mechanism for applying national transport rules outside fixed weighing locations.
Enforcement Actions
On 25 April 2026, a special inspection team under the leadership structure of the ministerial committee for controlling vehicles carrying loads above permitted limits conducted an enforcement operation on National Road 67 in Prasat Bakong district, Siem Reap province. The team was led by Ek Rath, Undersecretary of State and head of the special team, together with deputy leaders, members, and officials from the Roluos station in Siem Reap.
According to the ministry’s report, the team inspected a total of three vehicles, and all three were found to be carrying loads above the permitted limit. The recorded excess load ranged from 17 tonnes to 27 tonnes, equivalent to approximately 33% to 60% above the allowed weight.
Operational Implications
The operation indicates continued use of targeted roadside inspections on national transport corridors rather than relying solely on permanent checkpoint controls. For freight operators, the reported violations highlight the need to manage loading practices in line with legal weight thresholds before entering national road segments subject to enforcement.
For infrastructure administration, repeated overload inspections support road asset protection by identifying non-compliant freight movement that can accelerate pavement damage. The focus on a section of National Road 67 in Siem Reap also shows that weight enforcement is not limited to the capital area and remains relevant to provincial logistics routes.
Institutional Role
The Ministry of Public Works and Transport is the lead institution responsible for Cambodia’s road transport network, including road use regulation, freight transport oversight, and vehicle weight enforcement. Special inspection teams and station-based officials form part of the ministry’s operational system for implementing transport controls on the ground.
