Cambodia Digital Infrastructure Policy: Open-Source and Digital Public Infrastructure (OSPORA) Evaluation

Background

The Ministry of Post and Telecommunications led an OSPORA evaluation workshop on 25 August 2026 that brought together government ministries, development partners, the private sector, and academic institutions to review open-source adoption for public digital systems. Digital public infrastructure in Cambodia includes government-hosted platforms, shared software components, and interoperability standards intended to support delivery of public digital services and limit dependence on single commercial vendors.

The Royal Government has incorporated digital economic and social development as a dedicated enabling pillar within its phased national strategy toward achieving high-income status by 2050, and the ministry framed OSPORA as part of that broader agenda. Workshop remarks emphasized open-source selection, development of digital public infrastructure (DPI), and strategies to strengthen local technical capacity while promoting financial sustainability and interoperability.

Key Developments

The workshop opening was presided over by H.E. Chea Vandeth, Minister of Post and Telecommunications, with UNDP Resident Representative Enrico Gaveglia also officiating. Approximately 150 participants attended, including officials from the ministry, representatives of relevant ministries and agencies, the Embassy of France in Phnom Penh, the French Development Agency (AFD), private-sector firms, and educational institutions.

Policy Context

Speakers linked the OSPORA evaluation to national priorities on digital government and public-service delivery, noting that open-source technologies and DPI are being advanced to ensure interoperability and reduce vendor lock-in. The ministry identified open-source adoption and publicly governed DPI components as strategic measures to support sustainable digital transformation and to expand domestic technological capability.

Institutional Role

The Ministry of Post and Telecommunications acted as the convening authority for the workshop and framed the program within national digital governance efforts. UNDP and bilateral partners attended as development partners, while private-sector and academic participation signalled multi-stakeholder engagement in evaluating technical choices and implementation pathways for DPI and open-source components.
