Background
The Ministry of Post and Telecommunications (MPTC) manages national digital infrastructure for document verification and related digital-government services. The Ministry operates the Verify.gov.kh document verification platform to authenticate official documents issued within Cambodia.
Following a 2025 Memorandum of Understanding on cooperation in post, telecommunications and digital transformation, Timor-Leste launched verify.gov.tl in June 2026 with technical support from Cambodia’s MPTC. The launch and subsequent exchange seek to transfer operational experience and platform configuration practices between the two governments.
Key Developments
Timor-Leste officially deployed verify.gov.tl in early June 2026 after signing a bilateral MOU with Cambodia in early 2025 that included cooperation on post, telecommunications, ICT and digital transformation. MPTC and the Digital Government Committee (DGC) are organizing a five-day Verify.gov Cooperation Workshop (Experience Sharing and Joint Capacity Building) in Phnom Penh from 17–21 August 2026. The workshop will host a Timor-Leste delegation, ministry leaders, relevant institutions, development partners and educational institutions for sessions on platform implementation and operations.
Institutional Role
MPTC provided technical support and implementation experience from Verify.gov.kh to assist Timor-Leste in deploying verify.gov.tl. The Digital Government Committee is coordinating the capacity-building agenda to align administrative procedures and operational practices for the document verification service. Participating ministries and institutions are acting as both knowledge holders and recipients in the bilateral cooperation framework established by the 2025 MOU.
Operational Implications
The workshop agenda emphasizes experience sharing and joint capacity building on deploying and operating the Verify.gov platform, including technical setup, user authentication flows and inter-agency integration considerations. Delegations will review implementation lessons from Cambodia’s rollout of Verify.gov.kh and discuss practical steps for sustaining the verification service in Timor-Leste.
