Background
The United Nations Committee on the Peaceful Uses of Outer Space (COPUOS) was established by the UN General Assembly in 1959 and currently has 110 member states. COPUOS’ mandate includes reviewing international cooperation on the peaceful uses of outer space, promoting space research programs, and studying legal issues that arise from space activities.
The Ministry of Post and Telecommunications led Cambodia’s delegation to COPUOS’ 69th session in Vienna from 10–19 June 2026, represented by its director-general responsible for spectrum and communications management. During the session, Cambodian representatives described national progress in telecommunications and digital services and framed the space sector as a next phase of national infrastructure development.
Key Developments
Cambodian delegates participated as observers in the COPUOS plenary and delivered a national statement that reiterated Cambodia’s commitment to the peaceful use of outer space and to capacity-building for developing countries. The delegation held bilateral exchanges with the United Nations Office for Outer Space Affairs (UNOOSA) to obtain technical and legal guidance and to explore internship and training pathways.
Officials also met with representatives from the Indian Space Research Organisation (ISRO) and Indonesian space agencies to share experiences on satellite programs and human-resource development for national space activities. Meetings focused on practical cooperation such as technical exchanges, knowledge transfer on small satellite programs, and regional collaboration models.
Institutional Role
The Ministry of Post and Telecommunications serves as Cambodia’s focal point for spectrum and space-related communications issues and represents the country in multilateral space governance forums. Cambodia signalled support for COPUOS mechanisms that strengthen technical capacity in developing states, including partnerships with UN agencies and bilateral space organizations.
