The portal deployment follows a bilateral Memorandum of Understanding on cooperation in post, telecommunications, ICT and digital transformation between Cambodia’s MPTC and Timor-Leste’s MTC, signed on 20 January 2025.
Cambodia’s Ministry of Post and Telecommunications provided technical experts and assisted with integrating verify.gov.tl to relevant Timorese databases to enable driver’s-license verification. Timor-Leste chose the driver’s license as the first document to carry a verification QR code and reported a reduction in physical-card production costs from USD 4.00 to USD 0.10 per card after adopting the QR-based verification approach.
Institutional Role
The initiative reflects a government-to-government technical cooperation model in which Cambodia’s MPTC supplies expertise and implementation support while Timor-Leste’s MTC operates the national portal. Senior-level endorsement for the project included Cambodia’s participation via the Digital Government Committee and approval from Timor-Leste’s Council of Ministers.
Operational Implications
Technical teams from both ministries will continue cooperation to extend verify.gov.tl to additional official documents issued by Timorese ministries and institutions, including educational certificates and civil registry documents. Cambodia’s existing integration permits users to request and present digital driver’s licenses through a mobile channel in under one minute via the DG SuperApp using dgconnect authentication, a process being shared with Timor-Leste as part of the technical exchange.
