Cambodia Financial Management Reform: FMIS Digitalization and Cross-border Knowledge Transfer

Background

Financial Management Information Systems are integrated government platforms that record budget preparation, commitment control, accounting, and expenditure tracking across ministries. The technical design of an FMIS connects treasury operations, budget execution and reporting modules to improve transparency and control over public expenditures.

Cambodia’s FMIS has been in operational use since 2017 to support budget execution and public expenditure monitoring across central ministries. Inter-ministerial exchanges and targeted study visits have been used in Cambodia to share implementation lessons and procedural practices for public finance reforms.

Institutional Role

On 13 May 2026, Secretary of State Hek Sokheng of the Ministry of Post and Telecommunications presented Cambodia’s FMIS experience to a senior Lao delegation led by Deputy Minister Phouvong Kittavong from the Lao Ministry of Finance. The Lao delegation included 25 senior officials and technical staff, while 20 technical officers and leaders from the Ministry of Post and Telecommunications participated in the sessions at the ministry headquarters in Phnom Penh. The Cambodian presentations included contributions from Tessa Clear Cullen, a public-sector specialist and head of the public financial management reform programme for Cambodia and Laos.

Key Developments

Presenters outlined the FMIS implementation timeline, documented successes, and identified operational challenges observed since 2017. The Lao delegation conducted an on-site review of FMIS operations at the Department of Planning and Finance as part of a study visit held from 11–13 May 2026. During the visit, the visiting delegation indicated plans to prepare for implementation of an Integrated Financial Management Information System (IFMIS) in 2027.

Operational Implications

Sharing technical experience included demonstrations of routine procedures and examples of system governance and user coordination across ministries. Practical exchanges focused on implementation sequencing, system administration responsibilities, and the role of technical training in achieving routine FMIS operations.
