Cambodia Digital Verification Infrastructure: Driver‑License Verification via verify.gov.kh

Background

On 13 May 2026, the Ministry of Posts and Telecommunications (MPTC) and the Ministry of Public Works and Transport held a ceremony to place a verifiable digital driver‑license channel into official use via the national document verification portal verify.gov.kh. The event followed a memorandum of understanding between the two ministries and involved technical teams integrating the verification channel with the transport ministry’s automation systems.

The Ministry of Posts and Telecommunications and the Ministry of Public Works and Transport linked the verify.gov.kh document‑verification channel to the transport ministry’s automation system to permit machine verification of driver‑license authenticity and associated metadata. From 13 May 2026, standard QR codes are to be deployed on newly issued driver licenses to enable direct verification through verify.gov.kh.

Key Developments

The public launch ceremony on 13 May 2026 was chaired by the ministers of both ministries and drew about 330 officials and stakeholders from central ministries, provincial administrations, police, development partners, associations, companies and media. The project establishes multiple verification methods for driver licenses, including scanning existing QR codes that redirect to verify.gov.kh and storing digital licenses in a Personal Wallet on the DG SuperApp.

Operational Implications

Verification via verify.gov.kh creates a digital channel that public agencies, employers, and private-sector services can use to confirm license validity without requiring duplicate paperwork. The integrated approach relies on the transport ministry’s automation system to supply authenticity flags, validity status, and other license data when a license QR code or digital wallet entry is queried.

Implications for Communication and Uptake

Both ministries requested broad public and media dissemination to promote uptake of the verification services and improve public access to digital verification. The rollout strategy includes supporting existing physical licenses through QR redirection, enabling personal digital storage via the DG SuperApp, and issuing new licenses with a standard QR code for verify.gov.kh checks.
