Cambodia Sanctions Regulation and Maritime Security: Ministry of Justice on UN Compliance

Background

Ministry of Justice officials in Cambodia engage in international and inter-agency cooperation related to maritime enforcement of multilateral measures. United Nations Security Council resolutions establish sanctions that restrict specified maritime trade and services related to the Democratic People’s Republic of Korea.

Senior Ministry of Justice representation has been part of joint operational work with foreign partners on sanctions compliance. Ministry of Justice officials, together with the U.S. Embassy and the FBI, reported four maritime cases that were found to violate UN sanctions against the DPRK.

Institutional Role

The Ministry of Justice participated as a guest speaker and contributor to peer-level exchange on legal implementation and operational challenges. State Secretary Keng Somarith shared Cambodia’s experience in coordinating with international partners, reflecting a role in legal analysis, case coordination, and cross-border cooperation rather than frontline maritime interdiction.

Key Developments

On 25 August 2026 a seminar at the Rosewood hotel was organized by the U.S. Department of State in collaboration with the U.S. Embassy in Phnom Penh and CRDF Global. The event focused on implementation of obligations and the effectiveness of enforcement against maritime breaches of UN sanctions, and Cambodian officials reported operational cooperation that identified four sanction-violating vessels. The United States formally commended Cambodia’s Ministry of Justice for the cooperative operations described by participants.

Operational Implications

The seminar provided a platform for sharing case experience and law-enforcement coordination mechanisms used in investigations of maritime activity linked to sanctions breaches. Reported cooperation involved the Ministry of Justice, national competent authorities, and U.S. law-enforcement partners, demonstrating an operational partnership model for documenting and addressing maritime sanctions violations.
