Background
The Ministry of Health conducts periodic monitoring and evaluation of primary health-care centres to review infrastructure condition, supply chains, workforce deployment, service quality, and data-management systems. The 17–20 August 2026 assessment in Preah Sihanouk was carried out within that routine oversight function and involved provincial health officials alongside international partners.
Primary health-care centres operate as the first point of contact for basic medical services and routine public-health interventions within provincial and district health networks. The inspection program focuses on concrete system elements such as facility infrastructure, pharmaceutical and vaccine management, human-resource arrangements, patient referral procedures, and community governance mechanisms that support continuity of care.
Key Developments
From 17 to 20 August 2026, a technical team led by State Secretary Pic Sothy and accompanied by provincial health leadership, a United States Military Group delegation, and officers from the U.S. Embassy conducted on-site inspections of seven health centres in Preah Sihanouk province. The team inspected buildings, equipment, operations and service delivery at the Ram Health Centre, which was noted as having been constructed with U.S. support, and at six other facilities in the operational district.
Inspection focal areas reported by the Ministry included:
- Facility infrastructure condition and general environment;
- Management of medicines, vaccines and essential supplies;
- Human resources: task allocation and capacity-strengthening for staff;
- Quality, safety and efficiency of primary care service delivery;
- Professional conduct, patient communication and adherence to clinical ethics;
- Health information management, referral systems and ongoing patient follow-up;
- Governance, community engagement and service sustainability at the local level.
Institutional Role
The Ministry of Health and provincial health department led the assessment in coordination with provincial administration, local authorities, health-centre management committees, facility staff and community representatives. Inspecting teams reported observable improvements in many centres and recorded community praise for committed staff and strengthened local coordination.
Operational Implications
Following the visits, the technical team identified gaps and encouraged stakeholders to continue preserving gains, address weaknesses, and reinforce routine monitoring to support ongoing improvement of primary-care delivery. The Ministry emphasised that targeted follow-up on infrastructure, supply management, workforce capacity and data systems is necessary to maintain service quality, equity and sustainability at the community level.
