Background
The Ministry of Health is implementing a university hospital construction project located on Campus 3 of the University of Health Sciences to combine clinical services, professional training, and clinical research. The project is financed by a loan from the Republic of Korea’s Economic Development Cooperation Fund (EDCF).
Phase 1 of the university hospital project comprises 200 beds and is scheduled for construction completion in early 2027. The planned hospital will deliver patient care services while providing both pre-service and in-service clinical training for health students and professionals, and will support clinical research and digital health initiatives.

On 30 July 2026, Secretary of State Dr. Sung Vinta of the Ministry of Health received Professor Yongkul Won, Rector of the University of Seoul and an advisory committee member of the EDCF, who led a delegation to inspect the hospital construction site. The Korean delegation signalled readiness to consider support for a proposed Phase 2 expansion and to present the Ministry’s request to the EDCF for further financing and technical cooperation.
Institutional Role
The University of Health Sciences is the project host institution and the hospital will function as the university’s clinical training and service arm. Ministry of Health officials and the university hospital director have described three core institutional missions for the facility: provide quality and safe patient care, train health-sector students and staff, and promote ongoing professional development alongside clinical research activities.
Operational Implications
Project stakeholders discussed integration of electronic medical records, expanded digital tools, and artificial intelligence capabilities to support hospital management and service delivery.
