Background
The Ministry of Health convened a final consultative workshop on 26 June 2026 to review and collect final inputs for the National Digital Health Strategy and the Cambodia Digital Health Master Plan 2027–2035. The workshop was led by State Secretary Lo Vasanakiri and Undersecretary Meung Vannarom and included technical directors, national and provincial hospital representatives, development partners, and private-sector participants.
The National Digital Health Strategy and Master Plan 2027–2035 aims to establish an interoperable, resilient digital health ecosystem to support universal health coverage. A national digital health master plan sets technical standards, data governance requirements, and interoperability rules for public health institutions and digital health enterprises.
Key Developments
The full-day workshop was organized to verify, finalize, and compile last inputs for the draft strategy and master plan. The meeting materials and discussions focused on designing an interoperable system architecture and enterprise-level plans for digital health services intended to operate across national, provincial, and facility levels.
Participants included senior ministry officials, representatives from the World Health Organization in Cambodia, national technical directors, members of the national referral hospital network, provincial health offices, relevant departments, development partners, and private-sector stakeholders. A total of 89 participants attended in person and 103 joined virtually.
Institutional Role
The Ministry of Health is positioning the strategy and master plan as a coordinating instrument to align stakeholders on technical standards, governance arrangements, and implementation sequencing for digital health investments. The government frames the documents as part of Stage 1 of a broader national digital society and economy agenda and as a contribution toward achieving universal health coverage by improving system interoperability and service reach.
