Background
The Ministry of Health’s technical working group on health for persons with disabilities leads cross-departmental development of policies and strategic plans that guide inclusive service delivery across national directorates and hospitals. Multi-year health strategic plans specify sector functions, priority interventions, and monitoring arrangements for implementation across responsible directorates and health facilities.
On 11 June 2026 the Ministry convened a technical review meeting in Phnom Penh to examine the draft policy and strategic plan titled on health equity for persons with disabilities and rehabilitation of workforce capacity in the health sector for 2026–2035. The meeting aimed to gather inputs on feasible and implementable strategic actions and to produce a comprehensive plan aligned with sector needs.
Key Developments
The technical review meeting took place at the Cambodiana Hotel on 11 June 2026 and was chaired by State Secretary and head of the technical working group, Professor Lim Tara. The agenda focused on reviewing the draft policy and strategic plan covering 2026–2035 for disability health equity and labour rehabilitation in the health sector. Participants included staff from multiple directorates under the Ministry of Health, national hospitals, the National Centre, and representatives from WHO, Vital Strategies and DFAT/Access2, totaling 30 attendees.
Institutional Role
The Ministry of Health is leading the drafting and consolidation process through its technical working group, which convenes stakeholders to refine priorities and implementation approaches. International partners participated in the review to provide technical inputs and align external support with national planning processes.
Operational Implications
A completed strategic plan provides a framework for coordinating rehabilitation services and inclusion measures within the health sector over the plan period. Clear priorities and timelines in a strategic plan assist directorates and health facilities in aligning programme design and reporting to sector monitoring frameworks.
