Background
A two-day national conference in Phnom Penh concluded on 9 June 2026 to review the 20-year development (2006–2026) of Cambodia’s respiratory disease and pathogen surveillance systems. The review brought together Ministry of Health leadership, the National Institute of Public Health, national hospital representatives, provincial health departments, the General Directorate of Animal Health and Production, the US Centers for Disease Control and other development partners.
The national review covered surveillance of influenza-like illness (ILI), severe acute respiratory infection (SARI), avian influenza in poultry, and other respiratory pathogens over 2006–2026. The Ministry of Health issued five priority recommendations to expand sentinel surveillance, increase molecular and genomic sequencing capacity, reinforce One Health collaboration, strengthen clinical management and outbreak containment, and modernize digital reporting and data integration.

The conference presented consolidated findings showing incremental strengthening of Cambodia’s surveillance and laboratory systems for respiratory pathogens and highlighted specific capacity gaps. Delegates endorsed a package of operational priorities that emphasize expanding ILI and SARI monitoring, upgrading molecular laboratory capability for genomic sequencing, and improving the interoperability of digital surveillance platforms for timely reporting and analysis.
Institutional Role
The Ministry of Health continues to coordinate national public-health surveillance while working with animal health and environmental sectors under a One Health approach. International partners, including the US-CDC, were identified as technical collaborators in laboratory strengthening and bioinformatics capacity building, while provincial health departments and national hospitals remain primary reporting points for clinical surveillance data.
Policy Context
Strengthening molecular diagnostic and genomic sequencing services is framed as an infrastructure priority to enable more precise pathogen identification and to support public-health decision-making. Modernizing disease-reporting systems and integrating data streams from clinical, laboratory and animal-health sources is presented as a governance measure intended to accelerate outbreak detection and response coordination.
