Cambodia Health Infrastructure: National DHIS2 Digital Health Information System

Background

The Ministry of Health is the central authority charged with national health information governance and has directed a technical migration from the legacy HMIS to a modern DHIS2 platform to consolidate routine program data and reporting workflows. Cambodia’s Ministry of Health has announced a transition from the legacy HMIS to the DHIS2 digital platform to consolidate national routine health data.

DHIS2 provides a web-based platform for routine health data collection, aggregation, and analysis at facility, district and national levels and supports configurable dashboards and program monitoring. The health ministry frames the migration as part of broader investments in human resources, digital capacity, and a national health information architecture aligned with the Cambodia Digital Government Policy 2022–2035.

Key Developments

On 15 May 2026 the Ministry of Health formally launched the DHIS2 national health information system in an event presided over by His Excellency Professor Chheang Ra, Minister of Health. The launch ceremony included 246 in-person participants drawn from ministries, partner agencies and private sector stakeholders, and roughly 1,500 attendees participating remotely by Zoom from hospitals, provincial and district health offices and health centers.

The ministry stated that the rollout is supported by the World Health Organization and international development partners and represents a nationwide platform-level change in how routine health indicators are captured and shared.

Institutional Role

The Ministry of Health will manage national stewardship of the DHIS2 instance, set reporting standards, and coordinate technical support to subnational health offices and facilities. Development partners are expected to provide implementation assistance and capacity-building for data users and IT staff at provincial and district levels.

Operational Implications

Operational changes identified by the ministry include strengthening digital skills among health personnel, upgrading local network and server capacity where required, and establishing national data governance practices for routine reporting. The migration to DHIS2 is intended to improve data timeliness and standardise reporting formats across programs, which will affect facility-level workflows and district-level aggregation processes.
