On 19-20 March 2026, the Ministry of Health carried out a joint inspection of two proposed border hospital construction sites in Banteay Meanchey province as part of the Border Area Health Project. The delegation was led by Secretary of State Dr. Lor Vasanakiri, who serves as project director, and accompanied by Undersecretary of State Dr. Meung Vannarom, project coordinator, together with representatives of the Ministry of Land Management, Urban Planning and Construction.
The two locations inspected were Poipet Referral Hospital in Psar Kandal Sangkat, Poipet City, and Cambodia-Japan Mongkul Borei Friendship Hospital in Koh Kaev village, Mongkul Borei district.
Background
The inspection formed part of preparations for hospital infrastructure development in Cambodia’s border areas. According to the Ministry of Health, the purpose was to collect necessary technical information to support the planned construction process and improve access to healthcare services for residents in border areas.
Scope of Application
The site review covered two hospital locations in Banteay Meanchey province identified as strategic sites for border health infrastructure development. The joint technical review involved both health-sector project authorities and land management and construction officials.

According to the ministry’s statement, the joint inspection focused on three main technical areas:
- Verifying the master plan against actual land conditions at each site;
- Reviewing architectural drawings to ensure consistency with national technical standards; and
- Assessing environmental impacts and surrounding urban planning conditions related to the construction sites.
The working group also discussed additional matters intended to support smooth implementation of the construction process, including construction quality control, site safety during works, and sustainability considerations such as water and electricity systems and medical waste management.
