Cambodia Climate Finance Policy: Environment Ministry Shares NDA Mobilization Experience

On 6 May 2026, H.E. Chuop Paris, Secretary of State at the Ministry of Environment, led a Cambodian delegation in a meeting with a 17-member delegation from Sri Lanka. The Sri Lankan delegation was coordinated by the Food and Agriculture Organization and included representatives from the environment ministry, foreign affairs ministry, and banking sector.

The Ministry of Environment said the Sri Lankan delegation came to learn from NDA Cambodia’s experience in mobilizing climate finance. The Cambodian side included H.E. Su Thy, Director General of the General Directorate of Policy and Strategy, Long Sona, Head of the Department of Climate Change, and other officials.

Institutional Role

H.E. Chuop Paris highlighted the role of climate policy preparation, strategic planning, the Cambodia Climate Change Strategic Plan, and the Nationally Determined Contribution 3.0 process in supporting projects aligned with the Paris Agreement on climate change. The ministry also stated that Cambodia had previously ranked as the fifth country in mobilizing financing from the Green Climate Fund.

H.E. Su Thy emphasized the need to identify priority projects that are consistent with national plans and policies while ensuring country ownership. The ministry said a future country platform would help Cambodia mobilize climate finance and support more effective implementation.
