Background
The Ministry of Education, Youth and Sport (MoEYS) chairs coordination and planning for donor-funded capacity-development efforts across Cambodia’s education system. The Ministry of Education, Youth and Sport (MoEYS) coordinates donor-funded capacity-development activities and aligns them with national education priorities.
Donor financing instruments inform sector program design and departmental implementation plans within MoEYS. The Capacity Development Partnership Fund (CDPF) is used by MoEYS to channel support for department-level activities that aim to improve teaching quality and learning outcomes.
Key Developments
On 6 October 2026 in Kampong Chhnang, MoEYS held a two-part workshop led by State Secretary Dr. Oung Borath. The morning session convened a leadership committee for the CDPF to review progress since June, share implementation experiences, and set priorities for the final quarter of 2026. Participants included director-general and departmental leaders responsible for CDPF activities and technical staff from UNICEF.
The afternoon session focused on preparing an implementation action plan for EU Top‑Up Budget Support covering the 2028–2030 phase. Session objectives were to review and revise program targets, gather inputs for practicable target content aligned with government priorities and MoEYS reform frameworks, designate responsible units for each target, and issue measures to ready operational conditions for implementation.
Institutional Role
MoEYS leadership and relevant general directorates were responsible for presenting progress updates and providing technical inputs to both CDPF and EU-supported planning. UNICEF participated as a technical partner in the CDPF discussion and EU representatives joined the planning session for the Top‑Up Budget Support, reflecting a donor–government coordination mechanism for sector financing and program design.
Operational Implications
Workshop priorities emphasized improving the quality of teaching, strengthening student learning outcomes, and reinforcing system-wide capacities as central targets for donor-financed support. Departments were tasked to prepare concrete inputs and implementation measures to ensure that CDPF activities and the EU Top‑Up Budget Support can move from planning into operational execution within the established timelines.
