Background
The Ministry of Education, Youth and Sport (MoEYS) leads implementation and oversight of the General Education Improvement Project (GEIP) and its Additional Financing (GEIP-AF), coordinating construction activities and quality assurance for new school buildings.
MoEYS convened a monthly progress review on 1 October 2026 to assess construction work in phases 1 and 2 of GEIP&GEIP-AF and to identify outstanding challenges and solutions. At the time of the review, the project portfolio comprised 1,946 classrooms in total, with 1,257 classrooms completed as permanent structures and 689 classrooms under construction.
The meeting brought together the project leadership, the Department of State Property and Construction, and other stakeholders, and recommended continued emphasis on technical construction quality, efficiency, and measures to protect social and environmental safety.
Key Developments
MoEYS held a scheduled monthly meeting intended to review construction milestones, discuss challenges, and agree corrective actions for phases 1 and 2 of the GEIP&GEIP-AF program. The meeting’s agenda focused on progress tracking for new school buildings and improvements needed in construction processes.
Institutional Role
The GEIP&GEIP-AF is administered under MoEYS project leadership, with coordination from the Department of State Property and Construction and participation from other relevant stakeholders. Regular progress reviews are used as an institutional mechanism to align implementation across agencies and contractors.
Operational Implications
Project records presented at the meeting documented the split between completed permanent classrooms and those still under construction, providing a concrete basis for scheduling handovers and future resource planning. Project leadership explicitly recommended heightened attention to technical standards, construction efficiency, and social and environmental safeguards to maintain delivery quality.
