Cambodia Anti-Doping Regulation: MoEYS Advances WADA Code 2027 Implementation

Background

The Ministry of Education, Youth and Sport (MoEYS) serves as the government anchor for national anti-doping governance and oversight of the Cambodia Anti-Doping Agency (CADA). Cambodia established the Cambodia Anti-Doping Agency (CADA) under MoEYS with national authority to coordinate anti-doping policy and operations.

CADA carries three principal operational functions: education and awareness programs, accredited laboratory testing for doping control, and results management in line with WADA procedural requirements. On 14 August 2026, senior MoEYS leadership convened a review meeting to assess CADA’s progress and to reinforce national implementation of the WADA Code 2027.

Scope of Application

The regulatory framework applies at the national level to athletes, coaches, sports officials, and entities involved in organizing competitive sport in Cambodia. CADA’s outreach activities explicitly target athletes, coaches and sports administrators through training and awareness courses tied to the WADA Prohibited List and athlete health protections.

MoEYS reaffirmed the government’s intent to adopt the WADA Code 2027 framework and to strengthen sports education and clean-sport systems across Cambodian sport. CADA’s stated operational priorities include: (1) conducting regular education and awareness sessions for athletes and sport personnel; (2) carrying out doping-control sample collection with analysis referred to WADA-recognized laboratories; and (3) managing results and any subsequent disciplinary processes according to WADA-aligned procedures.
