On 30 March 2026, the Ministry of Education, Youth and Sport held a meeting in Phnom Penh to review the fourth-quarter 2025 progress report for the Science and Technology for Secondary Education Project (STEP-UP). The meeting was chaired by Deputy Prime Minister and Minister of Education, Youth and Sport Hang Chuon Naron, with participation from ministry leadership and relevant officials.
Background
According to the ministry, the meeting focused on reviewing implementation results, progress against indicators, responses to implementation challenges, and approval of follow-up action plans for the project. STEP-UP is described as a strategic project supported by the Asian Development Bank to improve the quality of STEM education in Cambodia’s upper secondary education system.
Key Project Progress
For 2025, the ministry reported several areas of progress under STEP-UP. These included the completion of standard laboratory construction and the upgrading of science laboratories and ICT rooms at multiple target high schools. The project also advanced teacher capacity development through continuing professional development on updated teaching methods for thousands of science teachers.
The ministry further reported increased use of technology and digital literacy capacity for teachers to integrate digital tools into classroom instruction. In addition, the project developed curriculum-related digital resources, including video lessons and virtual laboratory materials accessible through a Learning Management System.
The project also supported student participation in STEM through scholarships for disadvantaged students, especially female students, to encourage science study at upper secondary level, along with STEM career orientation activities.
Next Steps
The meeting reviewed remaining implementation issues and considered continued action planning for the next phase of project execution. The stated purpose was to support education quality improvement and the development of upper secondary education.
