Background
The Secretary of State at the Ministry of Agriculture, Forestry and Fisheries led a national and provincial working team on 10–11 August 2026 to review implementation progress and promote the CERC program in Preah Vihear province. On those dates the delegation also reviewed CaWSIP-MAFF and ACSEP activities across sites in Preah Vihear and Kampong Thom provinces.
The CERC program supports climate-resilient agricultural practices including safe vegetable production, mushroom cultivation, poultry rearing, solar-powered irrigation, and value-chain activities. The outreach and site inspections described targeted project beneficiaries at the community level and included an estimated 500 households in the designated implementation area of Choam Ksan district.

The delegation conducted field inspections at five implementation locations: a community storage and post-harvest site in Choam Ksan; a loan-supported farmer group planting and tending pomelo in Taeng Mean Chey; the Romy Tom Samaki community demonstrating production progress; the Bas Smakkak safe-vegetable community implementing CamGAP standards in Kampong Svay district; and a hatchery demonstration farm in Prasat Balangk district focused on chicken-breeding productivity. Team members reviewed storage, production standards, credit-supported activities, and technical support results at each site.
Institutional Role
The Ministry convened provincial agricultural department heads, district deputies, commune leaders, community representatives and technical officers to discuss implementation challenges and requests from beneficiaries. The Secretary of State recommended that working teams and local authorities strengthen cooperation, prepare operational arrangements to ensure smooth activity roll-out, and apply established selection principles and procedures when identifying beneficiary households.
Operational Implications
The activities inspected combine on-farm production practices with post-harvest handling and small-scale infrastructure such as solar-powered pumping systems referenced in the CERC program description. Local authorities and project teams were asked to prioritise households based on need, potential and demonstrated commitment when implementing forthcoming CERC interventions.
